VLC doesn't play mp4v video converted with VLC to h264/h265

Why, in FFmpeg with libx265 the timestamp tbn parameter is always 1k even when it seems not logical?
I encode with ffmpeg and noticed that when I encode a y4m video in 29,97 FPS into a h265 video with libx265, the parameter of the two videos are the following :

Is having the same bitrate with half the resolution wasteful?
If I scale a UHD video into 1920x1080, and keep the same bitrate, would it offer any benefit compared to reducing the bitrate in proportion to the resolution change (here, halving it)?
