Say I have a 10 second video that I want to loop 1000 times (not just loop-play it in its presentation form, but have the actual video file be 10000 seconds long). This video will contain the same frame a thousand times, but not in succession.

Is there an encoding that will make the resulting video file only marginally bigger than the original, considering there is no new information in it? It needs to be the video file itself, so no archive / filesystem deduplication / metadata telling the player to loop it / etc.
