Video coding : H264 is transcoded to H265 using "slow" preset.

When playing the video files (using VLC), the result looks sharper despite lower bit rate (10 Mb/s --> ca 1.5 Mb/s) and originating from the H264 source. What is the most likely explanation?

My guess is that it could be some setting in the decoder. I am using VLC and I suppose deblocking or post-processing filters are used in both standards. Could this be the explanation or what else could it be?
