In both Premiere Pro and After Effects, it is (very often) impossible to move shots/layers backwards or forward when they are small, such as:

When I try to move these shots, the double-ended arrow is the only cursor that I can display over the shots instead of the regular arrow. I just want to drag the shots to a further point in the timeline without zooming into the Timeline (if I zoomed in, I wouldn't see the destination point anymore).

Is there a keyboard shortcut to keep the "Move" cursor in zoomed out view, or a way to make sure I won't extend/shorten the shot accidentally when trying to move them?
