Adding -r 15 is the same as omitting it because ffmpeg will inherit the input frame rate by default, and the resulting output files, with or without -r 15 are exactly the same with ffmpeg from git head (version N-50285-gad89952). If it is working for you using an older ffmpeg version this could be a regression and should be reported to the FFmpeg bug tracker.
