adobe premiere Adobe Premiere crop one side - then fill the frame -

I've got adobe premiere pro;Adobe Premiere Pro; I don't see where I can crop just one side (as opposed to all locked proportionally) - and then fill the frame with the cropped image, as I can in other programs - I'm thinking you must be able to do it in premiere pro, but I don't see how - help is appreciated -
