The only scenario where this wouldn't apply is that you decrease the resolution of your video according to the increase in fps. In any other case increasing the frame rate without increasing the bit-rate will decrease the maximum information available for each frame e.g. decreasing quality. How much it decreases totally depends on your source material and bit-rate.

Size plays a major role in the price. So a rough size estimate of what you need would be helpful to give you an answer. Rock am Ring has one the largest stages in the world, I'm sure you are not going for exactly the same thing. A rough estimate of your budget would also help greatly.

Well it would take up considerably more resources if you take into account that this would have to happen millions of times per day essentially making YouTube one huge ass live streaming site for mostly a single viewer per stream that also streams in a lot of different formats which aren't all that suited for this task. Encoding them in the background with unused resources is much much more cost effective. But yes in theory its something that would be possible but I highly doubt it happens in practice, its just costs too much money to make sense.

They are always pre-rendered. On-demand renderings costs way too much, processing time costs a lot of money in server terms. Disk space is very cheap.

Unrelated to your question but out of personal interest, does the camera turn on automatically when you put in the battery? E.g. have no battery attached and it turns on as soon as it gets power from a battery.

The resolution won't change on an HD camcorder but the fps could definitely be region specific. Usually you can set NTSC/PAL sometimes you have to select a region with either PAL or NTSC. Which usually gives you the option for 60/30 and 50/25 FPS.
