Using the words "properly" and "interlaced" in one sentence is basically a contradiction in itself. The whole idea of interlaced video is nothing but a historical artifact. You should try to get to an all-progressive workflow.

Now with good chroma keying methods and other digital tricks available to anyone, you probably won't get anything bullet-proof. Macabrely, speaking to someone terminally ill and perhaps hugging them is the only thing that would seem really convincing to me; I don't think this could be faked so well that a close relative of the person in question wouldn't notice. But that's for several reasons not a idea you should consider. – If you need to proove something happened at a particular time, a video just isn't the right way; get something signed by a notary instead.

Indeed interlacing and frame rate is going to be the biggest issue here; going down from 1080 to 720 lines should work flawlessly and give no difference to native resolution quality-wise – after all sampling is lossless, right...? (It really is, in this sense!)

Whether you call compression an effect or "a dynamics" is just nomenclature. I'd say sure it is an effect. What compression definitely is not is a send effect, but an insert effect. Which means, it wouldn't make much sense to put it in the multiprocessor found on typical analogue live consoles; but it does make sense to put it right in a channel (much like the EQs).

MPEG2 isn't great for editing, either, since it has already P- and B-frames just like h.264. It's easier to decode, yes, but the difference isn't that big (OTOH, h.264 is much more expensive to encode, but this isn't an issue here since copying from VHS takes ages anyway). And MPEG2 has much nastier artifacts than any of the alternatives at comparable bitrates. The only real advantage of MPEG2 is its near-universal support (any DVD player will do).
