I checked the 2-minute clip of JFK's speech on YouTube and see no problem in using it. There was no reference to cold war politics and the context is so well known that people will understand his reference to "within this decade" relates to when he spoke in 1962.

Public domain material isn't subject to any restrictions -- legally you can do anything you like with it. It would be respectful (but not required) to honor the intent of the material and not distort its meaning, and to credit the source.

I think it would make perfect sense to take out the time relevant sentences that are about the soviets, war, etc. Just make sure you don't take things out of context and you quote the text you do use. Good luck!
