Try to drag and drop it into Virtualdub. If it (or some of it) is viewable you should be able to "direct stream" copy useable sections (and reassemble them subsequently). If it is viewable but won't direct stream copy you might be able to recover it by recompressing (both audio and video).
It's because these are commercially duplicated VHS tapes and have copy guard encoded in the video signal. It prevents copying as you have discovered.
